We the undersigned officers, members, spouses, relatives and friends of the P-38 National Association do hereby petition that the heroic ground rescue conducted under hostile fire by P-38 pilot Richard Andrews of fellow P-38 pilot Dick Willsie, who was shot down over Romania in World War II, be upgraded to that of the Congressional Medal of Honor and; WHEREIN we ask for the intervention of all Members of Congress of these United States in upgrading Mr. Andrews’ Silver Star (the highest military award possible by a Commander in the field) to the Congressional Medal of Honor; WHEREAS, we as petition signers and circulators urge that Congress and the President act favorably upon our request for the said upgrading.
